Message from the President As
I write this monthly report, despite us now being in Autumn,
temperatures are rising. It is a reminder that this is just one of the
reasons why our tree canopy is so important and why we need to fight for
its retention. Your Civic Trust has been meeting with both Epping and
Pennant Hills Civic Trusts and the increasing rate of tree loss is
common across all of our areas.
Epping Civic Trust and we have agreed to hold a combined "Meet the
Candidates" Evening. Details are included in this eNews. Our sitting
member has sent his apologies, we are however hopeful to have his
responses to some questions we have put forward.
As a result of your response to our surveys about the most important
current issues across our suburbs, our number one question to our
elected member will be what can be done to lessen the noise on the M2.
Thank you to those readers who have written in support and to those that
have suggested interesting ideas on what might be done.
A common issue with many matters raised with Hornsby Shire Council stems
back to management of private certifiers. Your Civic Trust is concerned
that the current system has an inherent flaw. Council has no authority
over their appointment or with their record keeping. Our letter to the
Minister for Planning and others can be seen on our website. CLICK HERE
We have been contacted by a number of residents concerned about the
proposed flood plan changes. We are preparing a draft submission for
Beecroft / Cheltenham to be lodged with the authorities. Once sent, this
will be available on our web site.
The abandonment of shopping trolleys and the continuing graffiti on
shops seems once again to be on the rise. Most retail shopkeepers are
tenants and unless we are able to identify and contact the actual
owners it proves to be difficult to get traction to clean up the mess in
our retail areas.
As for our shopping precinct, in the absence of a dedicated local paper
we are continuing to inform you of newsworthy items in our local area.
The changes to one of our real estate agencies is featured in this issue
as is the opening of a new bakery in the lower arcade which warrants a
visit.
Submissions lodged on development applications always appear on our web
site and deserve a look. Following one of our submissions we were
invited to attend the conciliation on 82 Boronia Avenue. Unfortunately
there was no consensus reached at the conciliation. The matter will
now proceed to the Land and Environment Court.

Beecroft Cheltenham Civic Trust Annual General Meeting - Thursday - April 27th 2023
The Beecroft Cheltenham Civic Trust will hold its 2023 AGM on Thursday night April 27th
at the Beecroft Presbyterian Hall, located between Mary and Welham
Streets Beecroft, commencing 7.15pm for a 7.30pm start.
For the Trust to maintain its value a constant stream of new faces is
required on the committee. So, if you appreciate and value your suburb,
please seriously consider joining the committee. Nomination forms are on

Clean Up Australia 2023 The
Civic Trust once again registered the Beecroft Village Green as a
community site for the 2023 Clean Up Australia campaign. Once again our
volunteers collected many bags of discarded rubbish. Roslyn Phillips, Bill Woods, Sheila Woods, Warren Duff, Geoff Weller

However, Any work to a tree that is or forms part of a heritage item or
heritage conservation area, requires approval from the Council pursuant
to the provisions of Section 2.10(3) of the Biodiversity and
Conservation SEPP and/or Clause 5.10 of the HLEP.

New Planning Scheme for the City of Parramatta. Parramatta City Council has a new planning scheme. CLICK HERE to obtain details on Council’s web site.
On 2 March 2023, the Department of Planning and Environment (the
Department) finalised the Harmonisation Planning Proposal, known as
the Parramatta Local Environmental Plan 2023. This means
that the five former LEPs are replaced by the new Parramatta LEP 2023. A
copy of the LEP instrument is available to view via the NSW Legislation
webpage CLICK HERE.
Alongside the preparation of the consolidated LEP, Council have prepared
a draft Consolidated Development Control Plan (DCP) for the LGA to
harmonise the existing DCPs from the five Council areas. The Draft
Parramatta DCP provides supporting guidelines and contains detailed
design controls and standards for different types of development to
deliver a set of controls for development in the LGA. The Draft
DCP is currently on exhibition.
STEP is Hosting a Walk in the Castlereagh Nature Reserve on Sunday 26 March
Eucalyptus fibrosa is
the dominant tall tree in the reserve though you will see many others
with smooth, pale trunks, either scribbly gums or Parramatta red gums.
But it’s the ground flora that’s special; there is an unusually large
number of rare, threatened and endemic species: notably Persoonia nutans and Dillwynia tenuifolia.

Abrams, a Beecroft Cheltenham Civic Trust committee member, has
generously offered his services as a Justice of the Peace for any
residents requiring this service.

Beecroft Village. In
the absence of a publication concentrating upon our villages, we will
continue to bring you information about what is happening in the
Beecroft Retail Centre in addition to the residential areas.
You will be aware that Jean Campbell has retired from “Beautiful things by …” and a new bakery has opened in the Village Arcade.
Back out on Hannah Street, if you have walked through the village
recently (especially if you are walking to patronise the Rotary
Pre-Loved Bookstore), you may have noticed that Nick Bedford has
recently changed the franchise from Belle Property to Mcgrath Estate
Agents.
When asked to comment, Principal Nick Bedford said;
"We had a long and beneficial relationship with Belle Property.
After 12 years we felt that it was time to consider new ways of doing
business. McGrath Estate Agents appealed to us because of their
reputation within Real Estate sector. We could see the benefits of their
different approach to marketing, their technology and the benefit of
having a combined database. Belinda Hill and I felt that a shift on
these fronts would be advantageous, especially in the current market
which has become more fast-changing and challenging than ever."
Despite the change in franchise, Nick advised that it was business as
usual with the same staff who are also aiming to maintain and exceed
their previous professional service standards.
